In 2005, villagers in Taishi Village, Guangzhou, petition to remove their village chief after becoming angry over land sales and local finances. The documentary records petitions, sit-ins, arrests, police intervention and the villagers’ attempt to use formal recall and election procedures, revealing both rising grassroots rights consciousness and the pressures brought to bear on local self-government.
